Green Homes is a home energy efficiency incentives program. Coon Rapids wants to help residents reduce their utility bills and increase the energy efficiency of their homes. Not only does increasing the efficiency of your home help save you money on utilities, it also makes your home more comfortable and durable for the years (and cold winters) to come.
Home Energy Squad Visits
The first step in determining what energy efficiency improvements are needed is to have the Home Energy Squad do an assessment of your home. The Home Energy Squad offers two types of visits to residents, and Coon Rapids subsidizes half the cost of each visit. Sign up for a Home Energy Squad visit online or call 651-328-6220 to learn more.
Energy Saver Visit - $75 $35
Intended for newer houses (built in 2000 and after), mobile homes, condos, and renters.
A two-person team will come to your home and:
- Install energy-saving materials such as: LED lightbulbs, door and attic hatch weather-stripping, programmable or smart thermostat, and high-efficiency water fixtures.
- Assess and adjust water heater temperature.
- Determine next steps.
Energy Planner Visit - $100 $50
Recommended for homes built before 2000.
A two-person team will come to your home and:
- Install energy-saving materials such as: LED lightbulbs, door and attic hatch weather-stripping, programmable or smart thermostat, and high-efficiency water fixtures.
- Perform a blower door test to measure your home for air leaks.
- Complete an insulation inspection of your attic and walls using an infrared camera.
- Perform a safety test on your home's heating system and water heater.
- Determine next steps.
Energy Advisors
If your home has an opportunity for significant savings through larger home improvement projects such as additional insulation, attic air sealing, or replacing old heating equipment, the energy advisors make these larger steps easy by connecting you with a vetted list of qualified contractors, specialized financing and utility rebates.

Intercity Challenge for Home Energy Squad
Coon Rapids is participating in the Intercity Challenge for Home Energy Squad to track how many residents complete Home Energy Squad visits and complete air sealing and insulation projects each year. The city with the highest participation in the following categories wins at the end of the year.
- Highest Home Energy Squad participation per capita
- Highest Home Energy Squad participation per capita (income qualified visits)
- Most air sealing and insulation jobs completed per capita
- Community Champions

Energy Efficiency Rebate
The Home Energy Squad may determine that a larger project could improve the energy efficiency of your home. Or you might have an emergency that requires you to replace an appliance like your furnace or water heater. Coon Rapids offers matching rebates for the projects listed below, after you have received a rebate from your utility provider. This helps to bring down the cost of big ticket projects that have a positive impact on the efficiency of your home. Rebates are available even if you have not yet had a Home Energy Squad visit.
Energy Efficiency Projects:
- Buying an energy efficient furnace.
- Buying an energy efficient air conditioner or air source heat pump.
- Buying an energy efficient water heater.
- Air sealing your house.
- Insulating your house.
Claim your rebate by following these steps:
- Install the appliance or complete the air sealing and insulation project. Work must be completed after January 1, 2022. Project must receive a city permit and pass city inspection.
- Apply for and receive a rebate from one of your utility providers (Xcel Energy, Connexus Energy, or CenterPoint Energy).
- Apply for a City rebate with this online form. Applications must include proof of having received a utility rebate. City rebate applications must be received by December 31, 2024.
Staff will process your rebate request and get your check in the mail. Maximum rebates are $250 for an appliance upgrade, and $550 for an air sealing and insulation project, until funds run out. Questions about the Energy Efficiency Rebate? Email the Sustainability Planner.
